Our mission & international principles

Self-determination.
Informed choice.

SSKM Australia draws on UN General Assembly Resolutions 1514 (XV) and 1541 (XV) to promote public education, peaceful advocacy and evidence-based scrutiny of the decolonisation of Sabah and Sarawak.

A/RES/1514 (XV)

The right to self-determination

Adopted on 14 December 1960, the Declaration on the Granting of Independence to Colonial Countries and Peoples affirms in paragraph 2 that all peoples have the right to determine their political status and pursue their economic, social and cultural development freely.

Paragraph 3 rejects inadequate political, economic, social or educational preparedness as a pretext for delaying independence. Paragraph 5 calls for the transfer of powers in accordance with the freely expressed will of the peoples concerned. The Declaration also addresses national unity and territorial integrity in paragraph 6.

A/RES/1541 (XV)

Free and informed political choice

Adopted on 15 December 1960, this resolution sets out principles for determining obligations to report under Article 73(e) of the UN Charter. Principle VI identifies three ways for a Non-Self-Governing Territory to attain full self-government: sovereign independence, free association with an independent State, or integration with an independent State.

Principle VII requires free association to reflect a free, voluntary and informed democratic choice. Principle VIII requires equality in integration. Principle IX requires integration to reflect the freely expressed wishes of the people through informed, impartial democratic processes based on universal adult suffrage.

What this means for our mission

We advocate peaceful, informed participation and rigorous examination of the historical record: how were the wishes of the peoples of Sabah and Sarawak established, what choices were available, and where is the evidence? Applying these principles to MA63 requires historical and legal analysis; the resolutions themselves do not decide the validity of MA63.
